It refers to a royal decree for the opening of a post office in the Albanian territory of Ioannina. (Date: 27 April 1905).
The official document clearly reflects the administrative belonging to the city of Ioannina, Albania. At the written request of the Minister of Posts and Telecommunications has opened a post and telegraph office to provide services to Italian citizens resident in Albania.
